2024 CoC Competition Information
NMCEH announces the opening of the fy24 coc funding competition
​
The Department of Housing and Urban Development (HUD) released the FY24-25 CoC Competition Notice of Funding Opportunity (CoC NOFO) on Wednesday, July 31st, officially kicking off the FY24 CoC funding competition. Agencies interested in applying for CoC funding should review the material below.

This year HUD implemented a significant change to the CoC funding process. HUD is moving to a two-year funding cycle for Continuum of Care funds. This means that project applicants seeking to renew their CoC funding will need to submit a Renewal Project Application this year for the FY24 competition, but that same application will carry forward to 2025. CoC Projects that are successfully renewed in the FY24 competition will NOT need to submit another Renewal Project Application in FY25.

In addition to the regular CoC NOFO, HUD released a second NOFO this year designed to the support the development of new housing units. This is the CoCBuilds NOFO. Information about the CoCBuilds NOFO can also be found below.

NOTE: NMCEH is responsible for administering both Continuums of Care in New Mexico. The Albuquerque Continuum of Care covers the geographic area of the City of Albuquerque. The New Mexico Balance of State Continuum of Care covers the entire geography of the state except the City of Albuquerque. The application process and materials are the same across both New Mexico CoCs. Applicants must designate on their application which CoC they are planning to operate in. Applicants may administer multiple CoC projects that are located in different CoCs, however, it is not possible for a single CoC project to operate in both CoCs.

Local Competition Application process
NMCEH is currently accepting applications (NOW CLOSED) for new CoC projects. Interested applicants must complete NMCEH's New CoC Project Application (below) and return it to NMCEH by the application deadline of Wednesday, August 21st, by 8pm (MT). Completed applications should be emailed to coc@nmceh.org.

All applicants for CoC Funding (both New and Renewal) will need to complete a CoC Project application in HUD's grant management system, e-snaps. CoC Project Applications are due in e-snaps by Tuesday, September 10th by 8pm (MT).
​
New applicants should review the information below before completing an application. Projects proposing ineligible activities will not be considered. Agencies may only submit one New CoC Project Application in the FY24 CoC Funding Competition. If NMCEH receives multiple New CoC Project Applications from a single agency, only the first application received will be considered.

Current recipients of CoC funding will also need to renew their funding this year. NMCEH has already been in contact with the agencies with active CoC grants about renewing their funding. If you have questions about the CoC Renewal Project application process, please email coc@nmceh.org.

The Written Standards are the local standards for administering CoC funds. CoC-funded projects must comply with both the federal regulations (CFR) and the local regulations (Written Standards) and will be periodically monitored (by NMCEH and HUD) to ensure compliance.

Continuum of Care Builds Notice of Funding Opportunity
​
In addition to the regular CoC NOFO, HUD released a second NOFO this year, called CoCBuilds, for a new pot of CoC funds specifically dedicated to increasing the availability of units for Permanent Supportive Housing (PSH) programs through construction, acquisition, and/or rehabilitation. CoCs may only apply for a single project under the CoCBuilds NOFO. Information about the CoCBuilds NOFO can be found on HUD's website.

NMCEH is not currently accepting applications for the CoCBuilds NOFO but expects to establish an application process soon. Interested applicants are encouraged to review HUD's CoCBuilds NOFO for details on what kinds of projects may be funded and the criteria HUD will use to evaluate applications. Please note that the CoCBuilds NOFO highly prioritizes previous experience developing housing units. Applications from agencies with little or no experience constructing or rehabilitating housing units are unlikely to be competitive.
